Abstract

This study aims to analyze the Human Development Index (HDI) from the perspective of Islamic economics and examine its relevance to the achievement of maqāṣid al-sharī‘ah. Using a qualitative approach through a conceptual and library research method, this study reviews various scholarly works, books, and international reports related to human development, Islamic economics, and maqāṣid al-sharī‘ah. The analysis reveals that the three core dimensions of HDI health, education, and decent living standards are conceptually aligned with several objectives of maqāṣid al-sharī‘ah, particularly the protection of life (ḥifẓ al-nafs), intellect (ḥifẓ al-‘aql), and wealth (ḥifẓ al-māl). However, HDI remains limited in capturing broader dimensions of human welfare emphasized in Islamic economics, such as spirituality, moral development, family integrity, social justice, and ethical governance. Consequently, HDI alone cannot fully represent the holistic concept of welfare embodied in the notion of falāḥ. This study proposes the development of an Islamic Human Development Framework (IHDF) that integrates conventional human development indicators with the principles of maqāṣid al-sharī‘ah. Such a framework is expected to provide a more comprehensive measurement of human development by encompassing material, social, moral, and spiritual dimensions. The findings contribute to the discourse on Islamic development theory and offer an alternative perspective for evaluating human welfare in Muslim societies
