Peran Dinas Sosial dalam Mendukung Pendidikan Anak Berkebutuhan Khusus di Kabupaten Wonogiri

Children with special needs have equal rights to obtain education, protection, and social services as other children. The fulfillment of these rights requires support through inclusive education and integrated social services. This study aims to analyze the role of the Social Affairs Office in supporting the fulfillment of the rights of children with special needs at the elementary school level in Wonogiri Regency and to identify challenges in its implementation. This study applies a descriptive qualitative approach. Data were collected through observation, interviews, and documentation. Informants consisted of Social Affairs Office staff and parents of children with special needs selected using purposive sampling. The findings indicate that the Social Affairs Office of Wonogiri Regency carries out roles through social data collection and assessment, provision of social assistance, and social rehabilitation services through the Social Rehabilitation Assistance (ATENSI) program and therapy services at the Social Protection House for Persons with Disabilities Laboratory. These services contribute to the development of children, particularly in communication skills, emotional regulation, and behavior. Limitations in facilities and the intensity of therapy services remain significant challenges. Strengthening policies, improving inclusive facilities, and enhancing cross-sector coordination are required to support the fulfillment of the rights of children with special needs.
