Abstract

Inclusive education is an educational approach that emphasizes equal access, participation, and quality for all learners without discrimination, including children with special needs. In the context of Islamic-based schools, the implementation of inclusive education is not only oriented toward pedagogical aspects but also toward the integration of Qur’anic spiritual values. This study aims to describe and analyze in depth the transformation of inclusive learning strategies based on Qur’anic values at SD Qur’an Bahrusysyifa’ Lumajang. The research employs a qualitative approach with a case study design. Data were collected through participatory observation, in-depth interviews, and documentation, and then analyzed using the interactive model of Miles and Huberman. The results show that the transformation of learning strategies occurs through four main dimensions: differentiated instruction, professional collaboration, internalization of Qur’anic values, and the implementation of authentic assessment. This transformation not only improves the quality of learning for children with special needs but also fosters a more empathetic, inclusive, and humane learning environment. This study offers a contribution in the form of a Qur’anic Inclusive Pedagogy model as an integration of inclusive pedagogy and Islamic spiritual values.
