Pemberdayaan Gapoktan Plana Jaya melalui Implementasi E-Gepatan dalam Administrasi Distribusi Pupuk Subsidi

Gapoktan Plana Jaya experienced problems in managing subsidized fertilizer distribution administration, which was still conducted manually, potentially causing data inconsistencies, stock recording errors, reporting delays, and low transparency in fertilizer distribution to farmers. In addition, the absence of a real-time monitoring system made it difficult for administrators to monitor fertilizer stock availability and quota absorption. This community service activity aimed to improve the effectiveness of subsidized fertilizer distribution administration through the implementation of the digital-based E-Gepatan system. The implementation method used a participatory empowerment approach consisting of field observation, interviews, training, system implementation assistance, and monitoring and evaluation. The activities involved Gapoktan administrators, farmer groups, and E-Gepatan system operators. The results showed that the system was successfully used for recording fertilizer distribution, stock management, and generating digital and automatic distribution reports. The implementation of the system also improved administrative transparency and coordination among administrators. Based on the pretest and posttest results of 15 participants, there was a 49.31% increase in participants’ understanding after the training and mentoring activities. In addition to providing technical solutions, the community service activity also encouraged behavioral changes toward more data-driven, effective, and accountable fertilizer distribution governance. The sustainability of the program was indicated by the continued use of the E-Gepatan system by Gapoktan after the completion of the community service activities.
